Brian / Spence,
Have been asked to skim 2 coats of finish over a papered ceiling.
Would it be best to steam off the paper first, or can I go over it without the paper bowing out?
Customer is adament that he wants me to skim over the original paper.
Ceiling is sound, and the paper has been up for years now.
